With the firm since 1977, Mr. Tully has over 30 years of diversified design and construction experience on geotechnical projects throughout the Northeast, and is in responsible charge of geotechnical studies for many of the region’s largest and most prominent residential developers, architects and engineers. Projects have included geotechnical and geologic evaluations of sites underlain by carbonate rock formations in western New Jersey and eastern Pennsylvania, including developments by Centex Homes, LLC and K. Hovnanian Homes. Mr. Tully has also provided expert testimony before Township planning boards and technical workshops throughout the region in support of planned developments.
Eugene M. Gallagher, Jr., P.E.

Mr. Gallagher has been with the firm since 1977 and during his 33 years of experience has directed geotechnical and environmental investigations on hundreds of projects throughout the northeast corridor. Mr. Gallagher has directed geotechnical investigations of a diverse nature and developed geotechnical solutions for spread foundations, deep foundations and ground improvement techniques such as surcharging and deep dynamic compaction. Mr. Gallagher also has extensive experience with the evaluation and remediation of rock slopes.

Since 1990, Mr. Gallagher has directed our environmental consulting group, and has been responsible for environmental investigations including Phase I environmental site assessments, underground storage tank investigations and remedial workplans to mitigate soil and groundwater contamination. Many of these projects have included Brownfield sites.

Todd E. Horowitz, P.E.

Mr. Horowitz has been with the firm since 1980 and has been in charge of a wide variety of geotechnical projects throughout the Northeast. Projects over the last several years have included many of the firm’s ground improvement and pile design projects along the Hudson River Waterfront and in the New Jersey Meadowlands. Mr. Horowitz also heads our Dam Safety projects and has provided expert testimony and/or support services on several litigation claims, including the collapse of a five story building in New York’s Times Square. Mr. Horowitz serves as the partner in charge of our Monroe, New York office.

Robert E. Schwankert, P.E.

Mr. Schwankert has been with the firm since 1977 and has been in charge of a wide variety of geotechnical and geohydrologic investigations throughout the Northeast. Mr. Schwankert oversees our septic design and groundwater/stormwater projects and has acted as a technical advisor to numerous professionals as well as state and local authorities on groundwater recharge issues. Mr. Schwankert also has extensive experience in geotechnical and geologic evaluation of carbonate rock sites and has provided expert testimony before township planning boards on geotechnical, geohydrologic and carbonate rock issues.

Mark R. Denno, P.E.

Mr. Denno has been with the firm since 1986 and has diversified geotechnical design and construction experience. Work has included evaluation of shallow and deep foundations systems, ground improvement techniques, earthen embankments and site evaluations in carbonate bedrock formations. Mr. Denno has also evaluated and designed hundreds of subsurface disposal systems for residential and commercial applications.
Richard D. Lev, C.P.G., LSRP

Mr. Lev has been with the firm since 1985 and has over 25 years of diversified consulting experience in environmental and engineering geology, and has recently been approved by NJDEP as a Licensed Site Remediation Professional. He has supervised numerous pre-acquisition environmental site assessments, evaluations and closures of underground storage tanks, and delineation and remediation of petroleum, chlorinated solvents and metals contamination. Mr. Lev has served at the lead consultant on numerous Brownfield redevelopment projects located throughout New Jersey, including the Phoenix Award winning Lafayette Village residential development located in Jersey City. He has performed extensive environmental document review and assisted in successful environmental litigation. Mr. Lev’s engineering geology experience includes extensive geologic mapping and evaluation of rock slopes.
James H. Beattie, P.E.

Mr. Beattie has over 30 years of diversified experience in geotechnical engineering and marine construction. He has been responsible for geotechnical site development studies, earthwork and foundation construction, and dredging operations throughout the United States, as well as in the Caribbean and the Middle East. Projects over the last several years have included numerous residential developments and commercial warehouse projects. Mr. Beattie serves as our office manager in our Monroe, New York office.
Christopher P. Tansey, P.E.

Mr. Tansey joined the firm in 1997 and was named an Associate in 2008. Mr. Tansey has over 13 years of practical experience with geotechnical design, pavement design and construction monitoring services in the States of New Jersey, New York, Connecticut and Pennsylvania. Mr. Tansey has been intimately involved with the construction of numerous residential and commercial developments. Mr. Tansey is responsible for the management of our field staff on a daily basis and serves as the company's Radiation Safety Officer.
